We are also getting this now with new laptops we have purchased. When opening a file, just as Rhino is about to draw the viewports the process locks up and the viewports are black.
We recently began evaluating laptops, and thought we had an issue with a laptop, but it turns out to be Rhino itself, when run on a Non-Primary Monitor. I have 3 monitors attached, a 1080p, 1440p, and a 4K monitor.
I can cause the problem to occur by setting each of the 3 monitors as Primary and then trying to open a file in Rhino on any of the other 2 monitors.
I have a Hybrid Graphics Laptop with Intel and NVidia RTX 2060. I have the latest drivers from NVidia, and recent drivers from Intel.

We are running the 1903 build of Windows 10. I don’t believe this problem occurred prior to the 1903 update; because we had thought a previous laptop was the issue, and purchased these laptops. But initially they did not have the 1903 update, and now that they do are exhibiting the same issue with Rhino.
For reference here is the file I was loading to cause the issue.
