Is there a strategic idea what R8 is focusing on?

It’s getting close to a year since this was published. Any plans to update it with additions, subtractions and edits as well as incorporating this year’s YouTrack links?

Also: what is the significance of no YouTrack link? Does it mean that no work has begun on that item?
