Regression: HSV sliders should default to 100% if starting from black

Rhino 8, 8.9.24163.15301. If starting with a black color, HSV sliders out of the color picker default to 0% saturation and 0% value. This is bad because to effectively change the hue, you have to slide both those values away from 0%. If starting with black, S and V should both default to 100% so we don’t have to do this every time. Regression from V7.

I haven’t checked the other color picker types. Someone should.

I would switch to using the HSV Color Wheel instead of HSV sliders.

And maybe resize the color dialog a bit for a more richly layed out version
