OSnap / Filter arrangement lost; Filter appears 2x

I want the Osnap bar/box/toolbar (what is the correct wording?) above the statusbar.
Like in the picture on the left side.

After closing and restarting Rhino, this arrangement is lost.
Instead of the Osnap bar, I see the Filter tab and the Osnap tab…
While the filter bar is open.

So do I have 2 filter bars now?
Yes, when I resize the bar I can see it:

Played a bit more and now I have this:

Seems to be ok after _Reset in 8.0.23267.17003.

Not solved.

Today I tried again to arrange Osnap and Filter.
After a _Reset to factory settings.

Again I get more than one Osnap bar.
Also while arranging there are difficulties, the mouse must be placed pixel-perfect to the borders, no tolerance.

In SR3 RC, arranging the OSnaps to horizontal works fine.
Good to see there is progress!
