Hopefully a silly set-up question? Rotation in perspective view

My HDD crashed, and now I’m trying to get Rhino7 working like it did before. This might be a basic configuration setting, but I’m not seeing the settings! I vaguely remember a setting for a new vs old viewing method setting, but clearly it was a case of set it and forget it!

Currently: When I am in perspective mode, moving the mouse left or right rotates the view clockwise or counter-clockwise around the Z axis. It doesn’t matter where my pointer is relative to the target point. (I have selected perspective projection.)

Previously, I was accustomed to having the view turn to one side or the other I moved the mouse left or right…and up and down with the mouse…and rotate when I drag the mouse in a circle around the target point. Behavior changed based on relative position between pointer and target point.

I have changed to Two Point projection, and the turning left or right works as it did before. But rotating up/down doesn’t work–it just rotates left or right a few pixels if I move the mouse slightly off vertical, ignoring the up/down movement of the mouse.

Placing a target also is not working. Maybe that will be corrected when the other issue is fixed? Hopefully it is a check box somewhere. I remember having this happen before, but I don’t know what I did to fix it.
