I am using a Lidar scanning service who can only provide a 3D model as a .skp file and I am wondering if there is a simple way to convert the model from meshes to polysurfaces.

3D scanning is only going to give you meshes, period.
Reverse Engineering meshes to polysurfaces is the least fun task in all of 3D. Depending on what the geometry is there might be some sort of short cut to getting something not entirely garbage, but it depends on what it is.

Yes but turning each plane into a little surface is pointless and will set your computer on fire if it’s from a scan. There’s a reason I didn’t tell you about it.
What is the content of the model and how will it be used?
It is a 3D model of a townhouse and it will be used for renderings and to create an architectural drawing set.
The renderings probably could be done with the existing mesh from Sketchup, or is there a specific reason you want a polysurface for the renderings?
I can see where there would be some benefit to using polysurfaces for an architectural drawing.
