Gumball orientation

when i single click on a single edge loop the gumball is square with x,y,z
when i double click on the same edge loop so i can scale it the gumball tilts to an angle.
i have never noticed this before doing the same process on the same part.

is this normal? i was sure it did not tilt when i used it before.

i have figured out how to make it work where the gumball is square with the “view”
on the gumball options I selected align to view, then double clicked on the loop in the right view and now it works.
