I cant get my “Panel” that used to dock to the right side of the workspace that shows Layers, Object Properties, Display & Help to dock so that it isn’t floating over the Viewports. I’m sure I’m I missing something simple.

Make sure you don’t have the docked windows locked as shown below:
Ok, Figured it out, Drag it right off the edge of the screen using a left mouse click hold until a transparent blue edge appears and release the mouse button. The directions more or less say that but it sure didn’t want to work. I am running Rhino on a MacBook Pro with a Retina screen under Parallels so that might have something to do with the difficulties or more likely it’s just me!
