I just installed 7.2.21012.17002, 2021-01-12
Now I see no properties for layers. I cannot make layers visible by clicking on the light bulb. I have to use the popup menu to show layers. It does not matter what file I open.
I’ve rebooted. Restarted.
Worse yet, when I hide some layers then make them visible (via popup menu) the curves on the layer are gone.

I just replied in the referenced thread as well, sounds like @miano already tried a restart. Do you recall what version this worked for you in? Also include your SystemInfo results from Rhino please.
I consistently update so I was working OK until the previous update (version unknown). That said, it may only be coincidence but the two occurred at the same time.
Post your SystemInfo from Rhino 7 please. This changes as you update your macOS and Rhino versions which is why we always ask for it 
I’d also try the 6.3 Service release candidate renaming the existing Rhino 7 in your Applications first so as not to replace it.
I’ve stepped back on the Rhino version.

I think I’ve figured out what’s happened here… Your screenshot at the top is of the “Layout and Detail Layer Information” panel not the “Layers” panel. Is that correct? The Layers panel is this one…
That’s quite possible. If so, I suggest that this is a User Interface bug.
While researching this one, I found this likely related bug:
RH-62764 Window > Floating Panels > Show layout and detail layer information Panel causes problems
I’ll bet you this buggy behavior is coming into play here…somehow. Something about that Layout and detail layer panel is really wonky.
