G’day, I am relatively new to Rhino Windows version learning to doing basic wall construction drawings like sheds & buildings to start with using Rhino 5. I now have Rhino 7 and cant seem to find the same options in settings to change to size of the dimensions. does anyone know how to change the Text Height for dimension sizes in Rhino 7?

The annotation styles were completely revamped but the settings are still somewhat in the same place. The basic concept is that you set the size in terms of your layout dimensions and can scale those in model space.
This screenshot is from macOS but you should be able to find the same on Windows:
