I have simmilar kind of problem with my cursor.
When I start rhino8 with empty project he is fine. But When I’m loading my projects, cursor changes. It looks like getteing smaller. After turn rhino8 off cursor is getting even smaller again.
After reboot its coming back to normal. But it appears again while opening project.
Is it just me? Do you have any ideas how should I fix it?

Hello- I see in your clip that VRay is loading. I do not see VRay in your SystemInfo, which is a little confusing - do you have Vray and does the cursor behavior change if you block VRay in Options > Plug-ins page and then close and restart Rhino?
