Clipping Plane Osnap drag bug

I have found a bug that I am able to recreate. If a clipping plane is set to only clip certain layers (i.e. layer 1), it will also stop me from dragging using Osnap on objects on different layers (i.e. layer 2), that would be clipped if on the clipping plane’s assigned layer (layer 1).

RH-84271 and RH-83919 are fixed in Rhino 8 Service Release 14 Release Candidate
