This work around did work, but I had to do it twice in order for it to stick.
I have my OSnap, Selection Filters, and Align and Distribute docked at the bottom of my window. When I followed your instructions, the window did not come up again. When I restarted Rhino and disabled the Selection filters again, instead of getting a window of those docked Tabs I got a duplication of the tabs in a whole new row at the bottom. Tearing them off one by one and closing them again solved solved the issue. I had to do it twice but we are all good now.

I issued a fix for the opening of additional closed selection filter panels that is now in internal testing and should end up in the 8.10 service release.

I was also noticing this issue, then I found this thread. After reloading my window layout, it seems to be fixed… so far. I’m running V8SR11 on Win 11.
The same bug happens in:
