I have this:
If I do Sweep1 using the open curve as the rail and the circles as the cross sections I get this:
It does not matter if I select the cross sections individually or together.

Seems to work fine for me in Rhino 6!
Make sure that you click on the rail, when selecting it at the beginning of the command, where - at its beginning or end - you also start selecting the first cross section curves, and obviously highlight those in order along the rail curve.

That doesn’t look right to me. It only works as expected when selecting from the top in Rhino 6.
I put it on the list as RH-62112.
