Thank you for your insights. I will share them with the developers.
Currently there is an issue logged.
RH-85970/Unable-to-Drag-Layers
And reported here on the Forum.
Currently, as a workaround Rhino will need to be on the Main windows display to allow the drag and drop of layers.
The developers are already looking into it.
We will notify you here where there is a fix.
