I’m encountering an irritating issue where, upon opening a new file in Rhino 8, Vray automatically opens the Chaos website “Chaos” in the internet browser. This problem is exclusive to Rhino V8 and does not occur in Rhino rhino 7 !!

There is only one hardcoded URL in the entire codebase, and that is the docs page Docs
This is shown when you hit V-Ray > Help > Online Help. As far as I know there is no command to activate the plugin help. That means no script that potentially run on Open on your end could pop this that page.
On the other hand, the link you shared is not the “Chaos website”, but the Chaos account login page. That URL is not in the code of the plugin, but it is in the code of the license server. It is possible that the license server requests you to login in order to complete a registration or you have activated the GUI license.
These are only speculations, since I have too few details.
What really strikes me is that this does not occur in V7. Do you have V7 and V8 side by side, and you’re running exactly the same plugin in both places ?
I looked into this issue in Rhino 7 and noticed that the Chaos account login doesn’t appear when using the default Rhino render; however, after setting V-Ray as the default render engine in both Rhino 7 and 8, I’ve been encountering a pop-up for the past two months. I find this behavior undesirable. Is there a way to prevent this pop-up from appearing?
This is the first time I’ve ever encounter this issue, for so man years.
Are you V-Ray for rendering, showing up the Asset Editor or the cosmos window? All of these require a license.
Obviously since you’re not using V-Ray
Have you try logging in ?
I have upgraded to Widows 11 and I can’t see it any more, I think it may be caused because of corrupted files
