Trackpad bug: zoom instead of pan

2 finger pan randomly becomes zoom

Hello, At random times the two finger pan on my macbook pro goes form the desired pan/rotate to zoom. This happens toggling back between apps and when returning to my mac after its a sleep. Im not sure what causes it. Is there a setting or a hot key that toggles this on and off. Someone suggested checking settings > trackpad and the “Use two fingers to pan and rotate views” is checked.
