attempting to draw a circle tangent to a straight line and a circle, I’m having no luck with Curve>Circle>“Tangent, Tangent, Radius”. are straight lines not an allowed source of a tangent?

Works here. Make sure you see the tracking line when you set the two tangents. The radius display does become frozen on the screen when you pick the second tangent curve, but you can type in a new radius and Enter. The radius does have to make sense so that the new circle can actually fit between the line and the existing circle.
Or, Circle>Tangent, set the first tangent curve, type the radius to set that, then set the second tangent curve.
