I have this really strange issue with linked blocks. The problem happened in two completely different projects.
Just now I copied a text in a layout. Ctrl+C triggers the linked block update or re-import?
I pasted this here from my clipboard:

Paste in the viewport duplicated a linked block.

I think I need a file that shows this behavior and steps to reproduce.
What I did:
- I placed a link block in an existing file
- I created a layout
- Placed some text
- Copied the text (Cmd+C)
- Pasted in a modeling view (Cmd+V)
- Nothing happens at this point.
Here’s a simple example with a linked *.step and *.dxf
The blocks are set to linked, referenced

I select the text or curve in the viewport. Does’t need to be in the layout.
Ctrl+C causes the *.step file to re-import. I suppressed the dialog.
With the *.step dialog switched on, I see this:
