yes this is doable in Grasshoppper, most of tools that can be coded can be done in Grasshopper. From what I understand it is not a surface but a deformed curve with attractors.
Here one using Domain Warp from Fast Noise Lite integrated in Nautilus plugin
There are also many other way to deform curves, here I used a scale Non Uniform, but could be all morph tools
i do undertand that we can do everything code does, but is my lack of experience in gh and code. hehehe
