With that option set to its default, can you detect a difference when rotating the view in a perspective window with the Ctrl+Shift keys held while RMB-rotating over an object?

In this screen grab, the first view rotation is the default one.
The mouse is over the tall box when starting to rotate. The tall box moves all over the view.
The second is with Ctrl+Shift. The mouse is over the tall box when starting to rotate. The tall box stays in the same position during view rotation.

Fwiw, I just want to mention/recommend a 3DConnexion SpaceMouse. If it is set to “Object Mode”, which seems the most sensible one, it will always rotate around the selected objects bounding box center. From Wim’s screen grab it seems like the rotation center using RotateViewAroundObjectAtMouseCursor is the front corner of the box, which is a bit odd.
I can’t imagine ever going back to navigating the viewport with the mouse and modifier keys. The Rhino native implementation of the SpaceMouse is the best I have come across.
It still makes no difference. Everything tumbles around center of the view. Did you set View>Rotate to ‘Rotate relative to view.’? The Ctrl+Shift is used to select subobjects. When I select subobject, everything tumbles around the subobject. Otherwise, the Ctrl+Shift makes no difference.
