Rotate View Around Object At Mouse Cursor not working

Mouse rotation doesn’t work no matter if I use CTRL + Shift or not. I have it’s value set to True. Is there something I am missing?

Anyone who is having the same problem I found a decent work around. Its not in the settings menu. It’s in the gumball. Right click on the gumball tab at the bottom of the screen and you can select “rotate around the gumball”. That works nicely. Not as well as around the cursor, but that and having “classic V2 style rotate relative to view” selected in the settings menu under “Rhino Options” for times you don’t have the gumball on seems to work ok.
