Is there a brightness material (for light bulb) in rhino 5 renderer ?

No, there isn’t in Rhino 5, it would also require indirect illumination which the basic Rhino Render doesn’t offer. With that said, you can disable diffuse lighting in the basic material so shading won’t be calculated for any surfaces assigned that material. Then place a light object in front of the light bulb surface to actually cast light.
Another no cost option is to use Neon and the Brazil evaluation.
