Removing a sub-layer hierarchy from Layers jumps to the bottom

Does it jump to the end or current layer. Anyway, I think I’ve come across this before. Super annoying

This problem is driving me absolutely nuts and it’s causing a lot of problems. I have attached a file where I imported a lot of geometry from a Rhino 5 file. It is an confidential document, hence I deleted all relevant geometries. The problem remains, Rhino scrolls / refreshes the layer panel automatically when clicking on the light bulb and lock. Layer panel annoying auto scroll

Scrolling the panel so the current layer is not visible in the panel, move the mouse outside the panel and back in causes the panel to scroll so the current layer is visible within the panel. Is it possible to deactivate this auto scrolling? I need to scroll back and forth a lot because of it. System Info
