Try different values. Sometimes it happens.

Or in two steps: first QuadRemesh to get a quad mesh, then ToSubD to convert the obtained mesh to a SubD. I have the impression that QuadRemesh works, but afterwards it fails to create a SubD.

If there is a preview, and OK doesn’t give me anything, this looks buggy to me.

I have the impression that QuadRemesh is ultrafast, 100% from the beginning on.
We have to wait for the remaining 0% for an unpredictable time.
The green progressbar is not very useful.

There are some nasty mesh edges in your object in the lower end. I’d consider shrinkwrapping the result first to clean that up
