Plug-in or scripts for scan to BIM conversion for architecture

I am wondering if anyone is aware of a plug-in for Rhino that can convert a 3D point cloud of an existing building exterior into a CAD file in a very precise manner, without losing details, imperfections, etc?
Is Rhino a good platform for doing this anyway? CAn it handle 20 GB large point cloud files coming out of a laser scanner?

What sort of output are you expecting?

First I want to decompose the 3D point cloud into a bunch of planes. Then approximate each plane a curved surface such that the point cloud to surface error is less than a given threshold of x milimeters.

Ouptput format can be dxf, or dwg

Do you have any experience in this area?
