Plug-in for scan to BIM conversion for architecture

Hi

I am wondering if anyone is aware of a plug-in for Rhino that can convert a 3D point cloud of an existing building exterior into a CAD file in a very precise manner, without losing details, imperfections, etc?
Is Rhino a good platform for doing this anyway? or should I switch to Revit or AutoCAD?
