Please run SystemInfo and post the result.
If this is windows please try opening Rhino in Safe Mode and disabling 3rd party plugins. (search windows start for Rhino in Safe Mode)

Any particular reason you are running in .Net 7?
Lets do a repair install of Rhino 8. Go to Add or Remove Programs and Select Rhino 8, modify the install and repair.

can’t change the the .Net runtime from inside rhino as the command is not found (SetDotNetRuntime)
We should also remove this 3rd party addon for troubleshooting purposes.
@Japhy repaired the runtimes and removed all 3rd party plugins. no change
Please run systeminfo again.
Are there any Windows updates available? They have a hotfix coming out due to issues on the last one.

@Japhy I updated rhino to s.r.24 and it seems to have fixed the problem.
@japhy i think what happened was that i had recently updated to s.r.24 but due to problems with the windows update, i had to do a system restore to about a week ago, when i was on s.r.23. i guess some files remained from s.r.24 causing conflicts
