My preferred view modeling pane arrangement is a single perspective view, obtained by double-clicking the Perspective view label. When I need to see a different view, I select one of the 4 model view tabs at the bottom of the window (Perspective, Top, Front & Right). What I would find quite useful would be to have all seven model view tabs (Perspective, Top, Bottom, Front, Back, Left & Right) available all the time. Right now I have to change an existing model tab to a different view instead of adding an additional model view. I don’t see any way to do this, as adding tabs only makes layout tabs. Is there a way to do this?

Yes.
As for layout tabs where the layouts need to exist, as long as the viewports exist, the tabs will be shown.

I see, we need to split the views or use NEWVIEWPORT, then use the Set View viewport menu to change the orientation. I note the new configuration is saved with the model, but does not become the default for new models. I suppose I could save a blank one as a template… It sure would be nice to have a more expansive version of the 3VIEW and 4VIEW commands, where it has options for 3, 4 or 7 views.
For this purpose I have the following command on this icon. While not universal, it’s still capable of flipping the camera view with just a single press of the left mouse button. Also useful to flip from Top to Bottom view and vice-versa.
ToolTip: Reverse camera view
Command: -RotateView a 180 l, -RotateView a 180 r
