cannot see / turn on mesh wires in new monochrome display mode

That’s correct. Technical display modes don’t have an option to show mesh wires.

can you override the display setting like in arctic mode to show wire meshes / toggle on and off

No. Regular display modes, such as the Arctic mode, and technical display modes have different options. Mesh wires is an option for regular display modes only.
