I have layer pane on the right and not sure what happened but it has stopped scrolling up or down.
I have layers all the way to the bottom.
How to to fix it?

Hello- try closing and reopening Rhino, or even a reboot - if that does not help try testResetWindowPositions

Should it scrolled one step only when it is all the way down?
I mean I can get one new layer only at the bottom.

If there aren’t enough layers to need an elevator control on the right, it does not have one, like this:
If the list is long, or you shorten up the panel, then it gets an elevator control:
