Hello - can you please try a test? Can you save a copy of the bad file, and verify that the problem exists there as well. Select all geometry and delete, save and see if the problem exists. If so can you share that empty-except-for-layers file with us privately ?
Create Layout page and make it active. Now change the visiblity of layer ‘43’ (for example) by clicking the ‘light icon’ and tell me if that shoots your panel up forcing ‘43’ to the bottom of the view (as below)…

in Options > Plug-ins page, making sure only one Rhino is running, and then close and restart Rhino and try the layer-addition-layout process you described. Does it do the same thing? I want to make sure because that is the major difference that I can spot between your system and ours here.
Hate to be naggy, but I would love for some users to try out the process demonstrated in my video. My co-worker and I can’t be the only people able to replicate the bug, surely!
This needs to get resolved! I cannot justify purchasing Rhino 7.
