Is it possible to Scale an object in Y & Z only using Gumball?

Using the Gumball to scale an object by holding down the shift while dragging the handle it scales in proportion in all directions. Is it possible to scale it only in the Y & Z ?

Sorry my mistake… I forgot to mention that this was a solid item.
I’m attaching an example drawing…
So when I use the shift while dragging the handles it’s enlarging in all directions.. but I only want to scale in the Y & Z ( so in other words on this example I want to scale the diameter without changing the length )

Are you pulling on the plane icon or scale handle?

Scaling with the Gumball planar 2D handle works on all types of objects.
