Installation Error rhino.msi : -2147023293

Good Evening
My rhino ran into a problem and it did not open the program anyway. I uninstalled it and removed every single trace of it in the registries. now it doesn’t install any version of rhino 7 it says "newer version is installed " error code: rhino.msi : -2147023293 I even tried installing rhino 8 wip but still the same error would you please help with this I’m truly in need of it and now I’m stuck.

Please recheck that you have installed all windows updates, the .Net update & then the repair tool, removed all the keys and have ran the Microsoft’s Uninstall Fix.
