Or do you want to distribute a file which is locked and cannot be modified by anyone else?
What problem are you trying to solve?

It depends on just how “locked” you want your files to be. The simple solution is to mesh your object(s) and export as eg. STL - a file format with plenty of free viewers available. Meshed models can of course still be edited, but he original NURBS surfaces are gone, and reverse-engineering them is a lot of work. A more commercial and “easier” solution is 3D PDF’s, where even the mesh data are (very) hard to extract. SimLab Soft has a quite cheap plug-in available.

Mesh is good. A 3d PDF works too but you’ll need to get an authoring tool.
It is not possible to make a Rhino 3dm file secure and unchangeable.
