I have spent hours trying to figure this out. Does anyone have tips for a beginner(ish) user to recreate the red fabric in this photo as a textured surface? Ideally this would be a dimensional texture and not just material if that makes sense. Many thanks for considering my request!

This is not at all ideal. However, you may consider something like a standard ruckled fabric to use as a bump map.
From this point, you can use things like Circle Transforms (informal), or Kaleidoscope effects to create a circularised mapping of the otherwise evenly ruckled image.
I don’t have much time, but you can have a look at the following files:

The map is plugged into the surfaces attached, and then simply planar mapped as a Displacement, there is nothing exotic occuring. The limitation of course comes down to the mesh smoothness, where you will get jagged edges.
There are other renderers out there that will do smooth interpolation of displacement meshes, but this is setup for Rhino Cycles.
this is a very crude example since you have to sit a bit to get it right. best you combine that with some additional material but for physically creating folds you could start with loft. here create your heart shaped outlines, make a rippled curve and use flow to flow that along the heart outlines, then use loft.
i simply mirrored one side, so that looks of course too symmetric in any case, you should of course make your own, maybe you try flowing it over the entire curve without building it up in halves.
