Is there a way to create it as VA wall? If not, what Rhino command should I use to do it efficiently? I think about array but I will be grateful for suggestions.

Hi @s.urbanski if you generate the whole polyline of this wall base profile, offset it, and close it so you get a closed polyline, and finally extrude the polyline, you will get an extrusion that you can convert into a wall with the vaWallFromSolid command.
