Looks like morphing tessalating polygons perhaps?

You seem to be on the right track with differential growth applied to Vornoi cells, on this topic you can further look into curve growth, meanders, circle relaxation…

Another possibility could be mesh fragmentation/clustering driven by a reaction-diffusion system or something else. Check this out.
