How can i control the distance between crop region and viewport boundary?

You can use the Crop View Region Component if i understand the question correctly.

I know how to control the view crop region, but I don’t know how to control the distance between the crop region boundary and the viewport boundary when I add a viewport on a sheet,it seems to be random.

It’s not random. Typically you want your Crop Boundary set before placing on the Sheet. This ensures you don’t have to move View Titles and adjust the View much on the Sheet. Its often easier to remove the view and place again.

Crop Boundary can be controlled by Scope Box or via Crop View Region. The Scope Box doesn’t have much available in the Revit API, hence no Rhino.Inside.Revit access.

The other variable is the Annotation Crop, another thing lacking Revit API support. This is related to the View Scale and individual offsets (where you might be running into ‘randomness’)
