Everypoint snaps to cplane

I am new. If i scale, move or copy I need a reference point. But for me that reference point is always projected to CPlane. Same when I want to start a curve. In this printscreen I want to start a curve from center of circle, but snaps to cplane. What can I do? Here is a image that illustrates my problem: http://oi61.tinypic.com/1zbxyk4.jpg

You have turned on “Project” in the Osnap toolbar.
Uncheck it.
