Eddy 3d averaged annual wind velocity by hour

i want to organize the averaged annual wind velocity by hour in eddy to the averaged wind velocity by season but i don’t know what’s the hourly data is based on is it starting from jan or starting from winter as most annual hourly datasets

in (Annual wind comfort) component for NEN8100 criteria most of the out put is 6 index= dangerous which happens when wind speed =15 m/s when i checked (Wind Factor Annual) for all 8760 hours the w ind speed didn’t exceed 11 m/s
