Is there a way by which a section created in model space can be displayed in layout space? Then is there a way to lock that detail view to allow the display other sections in layout space (might the plug-in SAFELAYOUT help in this regard?).
Ideally, I would be able to create sections for display in layout which I can then dimension by without having to MAKE2D and also lose the materials in my presentation.

Yes. When you create a clipping plane, only the viewport in which this clipping plane is created will be clipped by it. By selecting the clipping plane and checking its options in the Properties panel, you can set which model space and paper space viewport / details that are affected by that clipping plane.
