I made a named view, and I don’t want to be able to ratate for this view, just like Top, Front and Right views. Is it possible to lock rotation for a specific named view?

Just FWIW, the Top, Front, and Right views are not locked for rotation. You can
Ctrl+Shift+ RMB rotate those views.
You can lock the viewport in the Properties
panel.

Is it possible to only lock the rotation and still be able to pan?
Do you search something like
_plan
command ?
it will result in the same behaviour as top/right/front
I came to this thread with the same question as @bongtack2. Didn’t find an answer here but I think it works like this:
• on standard Parallel Views (Top, Front, Right…), when you RMB-drag the view pans instead of rotating. The reason for this is that the CPlane that is saved with the view is PARALLEL to the viewing plane. [*To test: go into your top view, RMB-drag (verify that it pans instead of rotating). Now set any other CPlane (e.g. World Right). Now RMB-drag (verify that it now rotates instead of panning). To reset, go to >Set View>Top and the View Plane and CPlane will go back to default.]
• to get the same behaviour with a Custom (Parallel) View, set a CPlane PARALLEL to the Custom View before saving it (also handy to save the CPlane as a Named CPlane).
