Detail On/Off selections reset to On with Block Update or File Open

tldr: how to avoid the need to reset the Detail On/Off selections of every layer in every detail view after closing/reopening a file or after updating a linked block?

I am looking for some workflow guidance or references on properly using detail views in layout space to make drawing sheets of multi-component assembly models. I have tested and researched how to do this right and am either running into a bug or am misunderstanding something critical.

Modeling strategy:

#1 Base level: individual part model files.

#2 Mid level: assembly files. (#1 base level part files as linked/reference blocks).

#3 Top level: final device assembly file. (#2 mid level assembly files as linked/reference blocks).

#4 Documentation level: blue prints file containing layout sheets with title blocks, detail views & annotations. (#3 top level device assembly as linked/reference block).

In terms of blocks, Linked blocks with Reference Layer Style seems to be the only option that is effective for documentation because the Layer Manager shows the block components independently, in a way that parallels to the file organization allowing superior visibility control in detail views. Linked with Active, Embedded and Embedded & Linked all merge the block component layers by the layer names losing all file to file control. With the merged layers, you do not have granular control of individual part visibility. This means that to have Detail On/Off control of individual parts, each component must be an independent file and every layer must be uniquely named, you cannot have any copied or any mirrored blocks in your subassembly models. I find these to be very encumbering modeling and file management constraints.

What I’m not getting is how to avoid the need to reset the Detail On/Off selections of every layer in every detail view after closing/reopening a file or after updating a linked block. No matter what I try, the detail on/off selections reset to On every single time. The documentation on Layer States indicates they are intended to avoid this tedious labor but I have not found them to have any discernable effect.

I am completely at a loss as to how to use layouts efficiently.
