Cycles CPU Utilized Capacity

I am testing Cycles for Rhino and am not able to use the CPU rendering to full capacity. Looking at the Windows Task Manager, I am seeing a utilization of 30-40%. The number of threads is set to the number of logical cores. The throttle value is set to 4. Lighting is done via an HDRI.

There seems to be a performance problem with the production render method that I haven’t had time to look into yet.

I created a report RH-40199 to track this.
