You would need to extract the geometry inside it mesh it and make it a block again

I would recommend elefront to deal with blocks

Or maybe now rhino 8 can deal with that

Rhino 8 looks like this. It has built in components for Blocks and Instances. This one takes a single blocks and converts it to the component meshes.
