Can you convert Point Cloud to Mesh for me?

Hi,
I’m a 3ds max user, someone sent me a file that has been done by Rhino, as Point Cloud, and I don’t know how to convert it as a mesh, can someone teach me or do it for me?

The file can be downloaded from this link, Called “Site New”.

I think you can also do that with CloudCompare.
