BUG: Rhino 8 Appears Hung---but it's not

A problem I encounter frequently opening V7 files is Rhino never opens up. It just sits the looking like it is hung, If I right click on the Rhino Icon and do SHOW ALL WINDOWS I get this:

Then I can proceed normally.
If, instead of clicking OK, I switch to another application, Rhino, once again appears to be locked up and I have to do SHOW ALL WINDOWS again,

If you check “Do not show this again” in the popup message does it continue to happen?
(I don’t know how to get it back if you do that though)
