Here rhino9, Also doesn’t work in rhino 8 (no plugins).
Works fine in the side panel though! So only in the bottom button thingy.
Something is selected as the button is greyed out without having anything selected.
Everytime i try to do it, i always end up with: (despite the selection, and the layer).
0 objects changed to layer "Layer 04".

i was able to repeat this in both 8 and 9. The menu isn’t greyed out because it does see your selection — the problem is the layer, it’s acting on the one your objects are already on instead of the one you right-clicked, which is why the count comes back 0. Filed as RH-97376 Status bar layer popup acts on wrong layer. The Layers panel is the workaround in the meantime.
RH-97376 is fixed in Rhino 8 Service Release 35 Release Candidate
