Bug: Bottom layouts bar overlaps right side panel

When there are a lot of layouts in the document, the bottom bar with the layout tabs extends under the right side panel. Either the panel should stop above the bottom bar, or the bottom bar should stop before the panel.

I also wish that when hovering the bottom layout bar and using the mouse scroll wheel to switch between layouts, if you scroll past the visible layouts, the layout bar would auto-scroll to keep the currently active layout tab visible.

Changing this setting shortens the Osnap bar (with the side panel now continuing down to just above the “toggle sidebar visibility” button), but the layout tabs are still behind the side panel.

Actually, I think that works, they were just cut off at the end of the panel, but shifting all the way to the right now reveals the last tabs where it didn’t before.
